Kibworth Beauchamp Parish Council April report
The parish council held its monthly public meeting on 26 April in the Studio at the Kibworth Grammar School Hall.
A member of the public raised concerns regarding the planning application for 4 Station Street, ref 22/00814/FUL (see below).
Rebecca Lewis was co-opted onto the Parish Council.
Clerk’s report.
S106 funds for extending the CCTV network into Warwick Park have been approved by HDC, so orders are being placed. A meeting about the 2022 Late Night shopping event is being organised on 10 May for organisations interested in learning more and how they can be involved.
The Scouts will be filling and planting out the remaining planters on 5 May.
IT matters
Councillors agreed to pay for IT equipment for the groundswork team and to a contract with Qirex to support the laptop and setup Microsoft OneDrive and Office.
Planning
Parish councillors objected to proposals for 22/00814/FUL (4 Station Street). This was despite being committed to the principle of development on this site by including it as a development site in the revised Neighbourhood Plan (NP). Further information is required about: vehicle turning within the site, parking arrangements for the flats, proof of compliance on facing windows for plots 6 and 7, outside storage provision as required by the NP for the flats.
Anti-social behaviour
There was discussion about some recent anti-social behaviour involving graffiti and the flinging of a scooter onto a main road. Cllrs Munro and Feltham are meeting with Mark Oldman, the new Executive Principal at Kibworth Mead Academy, soon.
Reports
There were the usual updates from County and District Councils, Joint Recreation and Burial Boards and the Grammar School Hall Trustees (Kibworth Community Hub). The plans for the Hub and new library extension have been submitted. (22/00873/FU). HDC are due to begin issuing the £150 Energy rebates for tax bands A to D by the end of May. Fly tipping in the district has fallen for the third year running.
Neighbourhood Plan Review.
The Regulation 16 consultation process by HDC begin on 18 May.
Platinum Jubilee.
Approval was given for a £250 grant towards the 5 June event being organised by the Kibworth Scouts on Smeeton Road Rec.
EV Car Club.
Cllr Formoy and the deputy clerk have distributed questionnaires and put it on social media.
Joint Recreation Board.
A s106 application has been submitted for extending the tarmac path across Smeeton Road Rec. Approval for various items of expenditure was given, including a flagpole and flag for The Bank roundabout, (funded by a community grant), and an engraved stone plaque for the Platinum Orchard. The Board will discuss applying for a Jubilee Grant of up to £70,000 for a tree-lined walk at their next meeting.
The next monthly public meeting at 7pm on 24 May in the Studio at Kibworth Grammar School Hall will be reported next month.
