Kibworth Beauchamp Parish Council
Since the June Chronicle, the parish council has held two meetings on 28 June and 23 August in the Studio at the Kibworth Grammar School Hall.
Two members of the public commented on plans for a new house on Victoria Close, ref 22/00973/FUL (see below).
Councillor Vacancies – can you help?
The resignation of Cllr Woodhouse was noted; there are now three vacancies.
Finances
All financial statements, reconciliations and payments were approved. The Annual Governance document (AGAR) has been approved by the external auditors, PKF Littlejohn.
Clerk’s Report
All current s106 applications are in progress, with the inclusive play equipment for Smeeton Road being installed soon, the new Rookery pond being installed in w/b 12 September. The trim trail has been approved so awaiting the funds. The zip wire is still awaiting approval and the skatepark project is progressing well.
The Jubilee Capital grant bid for a tree-lined walk on Smeeton Road Rec was submitted to HDC in time with successful awards due to be announced later this year.
A meeting is being arranged with David Wilson Homes regarding ownership of the hedge behind some Dairy Way properties.
Network Rail are now removing vegetation alongside the track prior to installing gantries and wiring for electrification by January 2024. The removal of some tall trees alongside the track near School Road will enable ‘line of sight’ link for CCTV to be installed in Warwick Park.
Planning
Parish councillors supported the revised proposals for 22/00814/FUL (4 Station Street) because they now met Neighbourhood Plan policies with a reduced number and more parking.
22/00692/FUL (72 bed care home, Fleckney Road) – this had been refusedby the HDC Planning Committee citing failure to meet policies in the Neighbourhood Plan. The applicants have 6 months to appeal.
The Bank (Roundabout) – The visibility across the roundabout is now impossibleso it was agreed to remove all trees and bushes and then re-assess the space.
Reports – There were the usual updates from county and district councils, Joint Recreation and Burial Boards and the Grammar School Hall Trustees (Kibworth Community Hub).
Neighbourhood Plan Review – The review version has been submitted by HDC to Tim Jones, the independent examiner, with no specific date for his report.
Kibworth Community Hub – The planning application for KGSH is going to HDC planning committee on 6 September.
Tennis Club rent – The triennial rent increase in line with RPI was agreed. The parish council agreed not to contribute towards a defibrillator as there were two available well within ½ mile.
Joint Burial Board – S106 funding has been used for new fencing, and tarmac paths around the natural burial area. Now that the Lychgate and iron gates have been Grade 2 listed a photographer from Historic England has visited.
EV car club – Following the initial survey it was agreed to approve a small budget towards meeting room hire and printing costs
