Kibworth Parish Council December 2022 report
The monthly public meeting was held on 3 November in the Studio at the Kibworth Grammar School Hall
Cllr. Feltham has contacted LCC Forestry Services about a dead tree on Marsh Drive. The annual joint parish council meeting on 16 November is to agree on the electoral split amongst other matters. Relevant unions have agreed to a £1925 annual increase pro rata for council staff backdated to April 2022.
He also reported that the post for a vehicle-activated speed sign on Albert Street is now due to be installed in January.
HDC
is considering forming a strategic alliance with Melton Borough Council. This would provide an opportunity to share the cost of the senior management team. A decision is due in December.
Joint Recreation Board
The Rookery Pond has had several tons of hardcore provided by Willmott Dixon but more is required before the project can be completed. The trim trail in Smeeton Road Rec is about to be installed. Funding for the double zip wire in Warwick Park has arrived and the work will be done in January. Insect warnings are being ordered for the Platinum Orchard as well as No Overnight Parking signs for the Barnard’s Way Car Park
Joint Burial Board
The next meeting is on 29 November when the cemetery fees will be reviewed.
Village Hall
New lighting has been installed in the back room and improvements to the external windows are being arranged.
Grammar School Hall /Community Hub
The Monday Welcome Kitchen started on 31 October. Applications for grant funding for the Hub improvements, including moving the library, are underway, along with obtaining legal advice on future governance arrangements. The next steering group meeting is on 30 November.
Planning
22/01100/FUL – 2 Harborough Road, Kibworth Harcourt
Amended plans have been produced for building two instead of three additional houses. A Highways report is awaited.
Kibworth bus services
Reports of poor reliability and ongoing issues with cancelled services have been reported. Cllr Feltham will make contact with Arriva to raise the concerns.
Harcourt Christmas tree lighting
The annual event will be at 6.30 on Saturday 3 December on Main Street.
All financial statements, reconciliations, summaries, and shared costs with KBPC were approved.
Dairy Way hedge
The hedge behind some properties on Dairy Way that back onto Warwick Park is to be trimmed back and some tree branches removed by David Wilson Homes. The affected homeowners have been notified. Responsibility for the hedge will then be transferred to the Joint Recreation Board.
Clerk’s report
The special wildflower seeds for the Wistow Road roundabout have been ordered. Some of the wire waste cages at the cemetery have sharp edges so the groundsman has offered to take them off-site and repair them.
