Kibworth Parish Council – March 2023
The parish council’s monthly public meeting on 2 February was held in the Studio at the Kibworth Grammar School Hall. Cllr. Feltham reported the post required for mounting the vehicle-activated sign on Albert Street is due to be installed at the end of March. He and the clerk are meeting with the Community Speed Watch team on 3 February for them to carry out a risk assessment of the three chosen locations ready for the volunteers to measure speeds over two weeks starting on 22 April.
The full council has recommended an increase of 4.99% of the county council element of the council tax for approval on 22 February.
Joint Recreation Board. The Rookery Pond remains a work in progress while backfill work is ongoing. The double zip wire is due to be installed from 13 February in Warwick Park. The s106 money for the skatepark has not yet been received from HDC. Jubilee Green’s multi-play tower needs replacing.
Joint Burial Board. A tender specification for mowing the cemetery was agreed upon and will be issued to three contractors.
Grammar School Hall/Community Hub –The Trustees met on 18 January and the next Hub Steering Group meeting is due to be chaired by Cllr Feltham on 15 February.
Police & Crime – The Police precept will increase by £15 for band D properties.
Planning – 23/00033/TCA – Works to trees, 43B Main Street, Kibworth Harcourt. No objections
23/00051/LBC – Demolition of a garage for erection of replacement accommodation. 28 Main St, Kibworth Harcourt. No objections,
Elections –District and parish council elections are being held on 4 May. A briefing session for parish candidates is at 6pm on 7 March at HDC. Photo ID will be required to vote in person at these elections. If anybody does not have a photo ID, a free voter ID certificate can be obtained by phoning 0800 328 0280.
King’s Coronation – Applications for free road closures must be submitted to LCC by 31 March. Ideas for specific celebrations will be discussed at the next meeting.
Finances – Approval was given for the costs of four RoSPA inspections each year of playgrounds, zip wire, MUGA and skatepark. Approval was also given to share the cost of tree and grass mowing work on Warwick Park including the fence shared with the primary school.
Approval was given for the urban grass-cutting contract with LCC and to re-tender the contract for mowing the A6, village verges and Jubilee Green.
All financial statements, reconciliations, summaries, and shared costs with KBPC were approved.
Parish Office – quotes that will be shared with KBPC were agreed upon for renovating the new office.
Councillor reports – The Ash tree on Braymish Close has been cut back but the street light is still obscured.
Clerk’s report. The May meeting clashes with the election on 4 May so will be held on 3 May. The Annual meeting will be on 15 May. The annual Christmas tree lighting event on Main Street will be held on Saturday 2 December.
