Parish Council Latest

The Parish Council’s last meeting was held on 5 March in the Studio at the Kibworth Community Hub.

Cllr Feltham said he had attended a briefing for Harborough District parishes at Leicestershire Police HQ on 19 February. Councillors listened to presentations and interacted with officers.

LCC – The government has announced that some £238m of funding will be available, after cancellation of some HS2 work, for highways and transport to be spent over seven years from April 2025.

HDC – The council resolved not to increase the council tax from £177.97 for band D properties for 2024/25. The council received better than expected revenue from Magna Park. There may also be a funding pot available for grants for parish councils.

Joint Recreation Board

Canvas will be checking the drainage from the skatepark. The soil mounds will be removed in April when the ground is drier and the School Road railway bridge is finished. Maintenance is being carried out on the zipwire. The notice board at Jubilee Green has been removed for maintenance.

The three s106 applications to HDC for green space/landscape improvements for Larkswood, Rookery Park and Warwick Park were successful.

Joint Burial Board

The woodworm in the lychgate has been treated. The s106 application for a memorial area near the Lychgate has been approved.

Village Hall

The next film night on 23 March will show The Great Escaper.

Community Hub/Grammar School Hall

The financial situation remains a priority so several fundraising events will be organised. The AGM was on 13 March. A grant of £30,000 has been obtained for the library extension costs.

Police and Crime

No report this month.

Planning

After discussion, councillors agreed to make no comments about the two plans published before the meeting.

Local Plan Consultation

The 6-week consultation for the Regulation 18 HDC local plan ended on the 27 February. Option 4 for housing and employment seemed to be the best option for Kibworth Harcourt & Beauchamp. Residents will be able to comment during further consultations over the next year.

Councillor Drop-in Sessions

Public drop-in sessions were agreed to for the public to discuss concerns/suggestions with councillors and to agree on the frequency and venue of meetings with KBPC.

Training

It was agreed to collaborate with KBPC to book a further session on Communications Strategy.

Updated versions were agreed for:

  • Statement of Internal Control
  • Reserves Policy
  • Data Protection
  • Data Breach

Finances & Administration

All financial statements, reconciliations, summaries, and payments were approved.

Councillor Reports

The fallen tree across the footpath from Braymish Close to New Road has been removed.

Clerk’s Report

The grounds team has safety concerns about the play tower that has been closed but as the grant has been received for its replacement, they will continue to monitor it.

Next Meeting

The next public meeting is on 7 May in the Kibworth Community Hub and will be reported in due course.
