Kibworth Harcourt Parish Council – October 2024
The monthly parish council meeting was held on 3 September at 7pm in the Studio at the Kibworth Community Hub.
Chairman
The HDC £1m capital grants fund for parish and town councils was scrutinised by a panel but no increase in the £70k for the two Kibworths was agreed.
Leicestershire County Council
The A6 resurfacing work over 9 nights from 28 July was completed and has attracted positive feedback from residents.
Harborough District Council
DCllr Whelband reported that the Local Plan public consultation only attracted 3% of Kibworth residents and had a low response across the district. There are rumours that a large development could be proposed on government land by Stretton Hall, Great Glen.
Joint Recreation Board
There will be an official opening organised by Canvas on 7 September of the skatepark on Warwick Park.
A tree survey has been completed for Jubilee Green so quotes will be obtained for the advised tree surgery. The gold lettering on the notice board has been completed. Quotes are being obtained to replace the broken wooden fence at Polwell Play Park with a metal one.
The tarmac path by the tennis courts on Smeeton Road Park is uneven so quotes to repair it are being obtained.
It was resolved to support purchasing 2 benches and a litter bin for the skatepark.
Joint Burial Board
A meeting to look at options to improve the natural burial area is being arranged. Complaints have been received about the spreading compost heaps so HDC will be asked to sort them.
Grammar School Hall/Community Hub
The library extension construction started on 12 August, so a temporary entrance has been signposted. Bookings have been low during July and August.
Planning
Concerns about off-street parking for 12 Carlton Road plans (24/00935/FUL).
Main Street Parking Complaint
Cllr Feltham will ask LCC Highways to review and advise.
£1m HDC Community Grant Fund
Initial ideas for using the £70k capital grant were discussed and quotes will be obtained for those meeting parish council objectives. The request by Kibworth Scouts for £20-30k to create an outdoor educational space needs further details and costings.
Finances & Administration
All financial statements, reconciliations, summaries, and payments were approved.
Clerk’s Report
The MVAS and batteries have been returned to the manufacturer for checking. The Harcourt Christmas tree lighting will be at 6.30pm on 7 December.
The next two public meetings are on 1 October and 5 November in the Studio at Kibworth Community Hub at 7pm.
