Parish Council – December 2021
The parish council held its 2 December public meeting in the Studio at the KGSH.
Urban Verge Wildlife Scheme. Several possible locations along Wistow Road have now been proposed and are awaiting assessment by the county council before being given the go-ahead.
Bus Shelter Request
Leicestershire County Council. Cllr. Feltham confirmed his application to the Members Highways Fund for Vehicle Activated Speed Signs for Main Street/Albert Street is being costed. He has also requested funding for a bus shelter/canopy for the bus stop on the A6 by Rose Yard.
Members have been meeting with companies who have inclusive play equipment ideas for the Smeeton Road play area. New fencing has been erected along the play area boundary with the small copse off Smeeton Road as a safeguarding measure.
Other Cemetery Ideas
Joint Burial Board. There are now funds available from s106 contributions for the cemetery, so apart from some new fencing, the Board will be looking at other cemetery development ideas in the New Year. The cemetery fees are being increased in line with inflation from 1 January.
Joint Recreation Board. HDC cleared up the remaining debris of the burnt picnic table and benches; there is no further information from the police as to their enquiries into who committed the arson.
Planning. 21/01574/FUL 51, Main Street, Kibworth Harcourt, Demolition of the front garden wall and installation of off-road parking (involving the creation of a new vehicular access onto a classified road and engineering operations to excavate a driveway.) The application has been withdrawn.
Boundary changes. The changes to bring all properties on the Kibworth Meadows estate into Kibworth Harcourt parish takes effect from April 2022.
All financial statements, reconciliations, summaries, and shared costs with KBPC were approved.
Staff absences impact on waste sites
At the public parish council meeting on 6 January, held in the Studio, Cllr. Feltham explained that the county council had issued a warning that staff absences, due to Covid isolations, could affect the opening times for some of the recycling and household waste sites and residents are advised to check the county council’s website.
Parish councillors agreed to object to two planning applications. 21/01835/FUL 39 Church Road – the 2m high boundary wall along Harborough Road is proposed to be modified using tapering of the top rows of bricks instead of a stepped design like all other brick walls in the parish
21/02115/FUL – 2 Harborough Road. The proposed three new six bedroomed houses have multiple skylights on the top floors, which would potentially overlook gardens and properties on the lower-level properties on Marsh Drive.
Platinum Jubilee in June 2022 was discussed, including an orchard, renaming Larkswood Park, street parties and a possible beacon. Further work will be needed to confirm these initial ideas with both Kibworth parish councils.
Budget approved
The budget for 2022/23 was approved, in principle, with the parish council element being about £61 a year for a band D property.
The next public meeting is on 3 February in the Kibworth Grammar School Hall.
