Kibworth Harcourt Parish Council December 2021 report
The parish council held its monthly public meeting on Thursday 4 November in the Studio at the Kibworth Grammar School Hall.
Urban Verge Wildlife Scheme. Cllr. Feltham attended an online seminar given by the county council on the 19 October on wildlife verges and the rules and regulations. Several possible locations along Wistow Road are now being discussed.
Leicestershire County Council. Kibworth Tip is now closed for up to 12 months from the 1 November. The £5m redevelopment will allow for more bays and make the site safer and easier to use. Market Harborough and Oadby sites are available as alternatives with the Harborough Riverside site open 7 days a week (9 am to pm) but the Oadby site is not open on Thursdays & Fridays.
Cllr. Feltham has applied to the Members Highways Fund for Vehicle Activate Speed Signs for Main Street / Albert Street.
Harborough District Council. A consultation has been held to decide the future of the leisure centres owned by HDC, they will stay open and £9.75million will be used to revamp both the Lutterworth and Harborough centres.
A new Public Space Protection Order (PSPO) is now in place in the district; it is now illegal to take substances such as nitrous oxide in open spaces.
Kibworth Air quality on the A6 is still poor and continues to be monitored.
A new Crisis Café is now being held every Wednesday in the Symington Building.
HDC has also recently launched a scheme to help people get HGV 1 & 2 licences
Joint Recreation Board. The police are following up a few leads into who burnt the table in the Warwick Park play area.
The CCTV for Warwick Park is awaiting further details from HDC about ongoing monitoring arrangements. Kibworth councils have received some funding from the Police and Crime Commissioner in support of the Safer Streets initiative. S106 money may not be available for this project.
Joint Burial Board. A horse has been getting into the cemetery natural burial area from an adjacent field, so the Chairman and Clerk are investigating ways to prevent the horse from getting in. The revised cemetery fees will be discussed in December.
Planning. 21/01574/FUL Demolition of the front garden wall and installation of off-road parking (involving the creation of a new vehicular access onto a classified road and engineering operations to excavate a driveway) 51, Main Street, Kibworth Harcourt – KHPC objects strongly to the removal of this wall, as it is too close to the junction with the A6. There is also a lamp post which would need to be moved.
21/01835/FUL Erection of a garden gym room with decked area. Erection of carport/storage/ workshop and construction of a wooden fence above the existing brick wall (revised scheme of 21/00499/FUL) 39, Church Road, Kibworth Beauchamp, Leicestershire, LE8 0NB – This property lies within the Kibworth Harcourt Conservation Area. KHPC objects to the proposals to raise the height of the boundary wall to 2m with a fence and hedging.
Boundary changes. The changes to bring all properties on the Kibworth Meadows estate into Kibworth Harcourt parish takes effect from April 2022.
All financial statements, reconciliations, summaries, and shared costs with KBPC were approved.
