Kibworth Beauchamp Parish Council
The Parish Council’s monthly public meeting was held on 23 January 2024 in the Studio at the Kibworth Community Hub.
Public
DCllr Hollick conveyed his gratitude to the parish council for improvements made to the parks.
Procedural
Christopher Beesley-Reynolds was co-opted to the council. The minutes of the last meeting on 28 November were approved.
Finances
All financial statements, reconciliations and payments were approved. A precept of £170,577 for 2024/25 was approved; this is an increase of £14.52 per band D property per year.
Chairman’s Report
It was agreed to hold another private parish council meeting to update the draft Parish Action Plan.
It was resolved not to underwrite a bonfire evening organised by the Rotary Club and due to be held at the Golf Club.
Clerk’s Report
S106 applications have been submitted for Green space/Landscape improvements to Larkswood, Rookery Park and Warwick Park. The skatepark is open and being used regularly. Canvas are due back to complete landscaping and refill some of the joints with silicone.
Planning
Plans for demolishing a house on New Road and erection of 4 new dwellings has been withdrawn after the planning officer recommended refusal (23/01096/FUL).
Councillors agreed to object to splitting a house on Fleckney Road vertically into two new dwellings (23/01809/FUL). Without off-street parking this would worsen existing difficult parking problems.
Reports
Dr Feltham reminded Councillors that the Lord Lieutenant’s Young Person of the Year nominations close on 16 February.
Harborough District Council
DCllr Hollick said there have been changes since the coalition administration had taken control in May, including a new chief executive, John Richardson. The council’s budget setting meeting is at the end of February.
Joint Recreation
There is a possibility of some artwork on the skatepark concrete and a meeting with an artist is being arranged.
Smeeton Road Rec Queen’s Walk. The new semi-mature trees and knee fencing has been installed alongside the new pathway.
Joint Burial Board
A tree, that was affected by Storm Henk, has had to be removed for safety reasons.
Kibworth Community Hub
A projector and screen have been fitted into the main hall. The AGM* is at 7pm on Wednesday 13 March. Benchmark have been arranging various surveys in preparation for the tender process to construct the library extension.
Christmas Late Night Shopping Event
This was agreed to have been very successful. A meeting is being arranged to see if a contractor can manage the installation of over 40 trees and lights for 2024.
Local Plan Consultation
The Issues and Options Regulation 18 process started on 16 January and ends on 27 February. A drop-in event for residents to talk with HDC is between 3.30pm and 7.30pm on 13 February in Kibworth Community Hub.
Parking
Parking at school peak times continues to be a problem on Hillcrest Avenue and St Wilfrids Close.
Police & Crime Commissioner Project
Cllr Keen attended a meeting at Police HQ on 15 February. A police officer will attend a parish council meeting at least once per year.
UK Shared Prosperity Fund
The funds are due to be released from April and an initial meeting for councillors and staff with HDC is on 7 February. Councillors and the deputy clerk have been visiting High Street businesses to seek opinions.
Councillor Drop-in Sessions
It was resolved to arrange sessions for the public to meet councillors and raise issues/suggestions.
Parish Council website
Following the surprise announcement that 2Commune will no longer be supporting parish websites, it was resolved to agree a new contract with Cuttlefish.
Next Public Meeting
The next monthly public meeting is at 7pm on 27 February 2024 and will be reported in due course.
