Kibworth Beauchamp Parish Council

Kibworth Beauchamp Parish Council monthly public meeting was held on 27 February in the Studio at the Kibworth Community Hub (KCH).

Public

Benjamin Rafferty, Off Road Cycling Facilitator, presented ideas regarding a new cycle track (see below).

Members of the public raised concerns and objections to 24/0065/FUL and 24/00113/FUL (see Planning).

Finances

All financial statements, reconciliations and payments were approved. It was agreed to vire some money between budget headings.

Chairman’s Report

An update was provided on a police liaison briefing for Harborough parish councils held at Force HQ on 19 February. The Chairman had been approached by a new mounted member of the Police Rural Team. She is one of 20 new volunteers and covers Kibworth, Smeeton, Fleckney and surrounding areas.

Clerk’s Report

The s106 applications for green space/landscape improvements to Larkswood, Rookery Park and Warwick Park have been approved. High Street, between School Road and the Co-op car park entrance, is to be closed for 2 days from 16 March for Severn Trent Water connection matters.

Skatepark

The spoil mounds are due to be removed in April. The gaps in the two hedges will have new bushes planted in early March. Once Canvas have finished landscaping and the weather improves, the council will look at getting some turfing, a new bin and a bench.

Planning

24/00065/FUL 79 Fleckney Road, Kibworth Beauchamp. The council agreed to object again, and the plans still do not comply with KNP T7 or H2 policies.

24/00113/FUL Rear Of 22 and 24 New Road, Kibworth Beauchamp. The council agreed to object because of the effect on the amenity of neighbours.

Reports

Dr Feltham reminded councillors of the new waste site consultation proposing Kibworth tip is only open four days a week.

HDC

At the meeting on 26 February, it was agreed not to increase district council tax.

Joint Recreation

The servicing of the zipwire is due to be concluded by 6 March. New signs and plaques have been ordered for Smeeton Road Park. Solid bases for the new benches are due to be installed soon.

Joint Burial Board

A s106 grant for a new memorial area has been approved.

Grammar School Hall/Kibworth Community Hub

Finances remain a major priority. The Hall Trustees AGM was at 7pm on Wednesday 13 March. A progress report updated members on the latest work prior to tenders for the library extension being advertised hopefully in March.

Cycle Park

Councillors were generally in favour of the scheme but HDC would need to confirm it meets the Greenways fund conditions. A site needs to be confirmed and a public consultation held.

Local Plan Consultation

The Issues and Options Regulation 18 consultation closed on Wednesday 27 February. A councillor had submitted responses to most of the 60 questions including opting for Option 4 for housing and employment to give some protection for the Kibworths.

UK Shared Prosperity Fund

The outcome of the meeting of councillors and staff with HDC on Wednesday 7 February was for quotes or estimates for the agreed actions to be submitted by 1 April.

Councillor Drop-in Sessions

Councillors will meet in April to review the Action Plan and discuss the Councillor drop-in sessions.

Next Public Meeting

The next monthly public meeting is at 7pm on 26 March 2024 and will be reported in due course.
