Kibworth Harcourt Parish Council – Sept 243

The annual parish council walkabout was held on 2 July. The 6 August public meeting was held in the Studio at the KCH.

July Walkabout

Councillors met in Jubilee Green and checked the newly installed multi-play tower, funded by the Community Lottery Fund. The grounds team would be asked to carry out remedial work on the swings and cradle. Quotations will be obtained to replace the wooden fencing, gates and bins. At the request of a resident, councillors visited The City to inspect the footpath which was being damaged by tree roots.  Advice about obtaining permission in a Conservation Area to deal with the trees was provided.

Polwell Park – the grounds team will be asked to look at the basket swing, play tower and rocking pig, as well as cleaning the benches.  Quotes for a new fence and replacement picnic table will be obtained.

August Meeting

Chairman

HDC has announced £1m capital grants fund for parish and own councils with the two Kibworth’s sharing £70k. The announcement is being scrutinized by a panel before final confirmation.

LCC

The A6, from Wistow Road to beyond the railway bridge, is being closed for 9 nights from 28 July so it can be resurfaced.

Joint Recreation Board

The wildflower area on Warwick Park is flourishing with hedging and trees being planted in the autumn.

Repairs have been made to strengthen the zip wire with additional reinforcement bars.  Canvas, who installed the skatepark, are hosting a skatepark opening event on 7 September from 12 noon to 4 pm.

Joint Burial Board

Memorials need stability checking every five years. Quotes for the 2,000 memorials are over £3 for each. The Board is hoping that the grounds team can attend specialist training in Rugby in the autumn.

Village Hall

The next film night was 7 September, 7.30 pm for Wicked Little Letters.

Grammar School Hall / Community Hub

The Welcome Kitchen teas on Wednesdays were popular. Benchmark, the project managers, have recommended that MJE be appointed to build the library extension using s106 and other grant funding. It was resolved to agree with this recommendation. MJE will start work on 12 August with an end date due by Christmas. The main entrance will be closed but diversion signs to a temporary entrance around the side will be in place.

Wistow/Warwick Road roundabout

Despite wildflower seeds being sown, thistles and nettles have choked them. It was agreed to obtain a quotation to have everything cut back, new grass laid and spring bulbs planted.

Media & Communications Officer

Robyn Morley has been appointed for this new joint role from 1 August. It was resolved to approve the costs for a laptop, set up fee and laptop case as well as a new mobile phone contract. To be shared with KBPC.

Policies

Updated or new versions were agreed for Annual Investment Strategy, Memorial Permit Conditions and Memorial Rules and Regulations.

Finances & Administration

All financial statements, reconciliations, summaries, and payments were approved. It was resolved to change the Clerk’s title to Parish Manager.

Clerk’s report

The grounds team, using a copy of the MVAS user manual, not included originally, have been unable to keep the signs operational for many days. They are being returned to the manufacturer to resolve.

The next two public meetings are on 3 September and 1 October in the Studio at Kibworth Community Hub at 7 pm.
