Kibworth Beauchamp Parish Council
The parish council’s monthly public meeting was held on 22 October 2024 in the Studio at the Kibworth Community Hub.
Procedural
Lesley Fehrn was co-opted as a new parish councillor. Two vacancies on the parish council still remain.
Finances
All financial statements, reconciliations and payments were approved. It was resolved that the council purchase Scribe financial software for parish councils.
Chairman
After concerns had been raised about the financial position of the Community Hub, a financial forecast is being prepared.
Clerk’s Report
The Christmas event on 4 December has had to be cancelled due to a lack of food stalls for the High Street and the limitations of the temporary access to the Hub while the library extension is built.

Work to resolve drainage for the new bridge over the railway is due to be completed by 23 October.
Planning
Planning. 24/01284/SCR is a request for a screening opinion from HDC for a two-site solar farm on Kibworth Road, Saddington, and Wistow Road, Kibworth Harcourt. Although no solar panels will be in the parish, councillors agreed the parish should object to HDC refusing an environmental impact assessment.
LCC Report
An electric charging point strategy and funding have been agreed. Exact locations should be known in 2025. Free bus travel in the county on Saturdays will run until 30 November.
HDC Report
There is some increased enforcement for parking on double yellow lines or blocking driveways. HDC are being peer challenged in November. Public consultation on the new Local Plan is due in January although councillors may be briefed on possible locations for housing and employment in December.
Joint Recreation
The grass area by the skatepark needs heavy duty rotovating to remove the grooves and ridges, that were left when lorries got stuck. The zipwire will remain closed until funding can be identified for repairs. A date for the official opening of the Queen’s Walk will be agreed once the two dead trees have been replaced.
Joint Burial
A second quote is being obtained for landscaping the natural burial area. Works on the trees mainly at risk will cost £3,840.
Expenditure
Resolved to approve the cost of £190 for a skip to clear rubbish, and £3,840 for urgent tree works; both at the cemetery.
UK Shared Prosperity Funding
The heritage village sign for the roundabout is due to be installed early in November. Interpretation boards for council parks are being designed and quotes obtained.
Youth Council
A constitution was approved.
Kibworth Community Hub
Building work is well underway with the roof now being installed. Health and Safety concerns for the temporary access are being addressed.
HDC
HDC £1m grant offer for parish councils. A meeting to review the requests for funding has been held and both parish councils support the village hall request for the front door steps and the Scouts proposal, less the Mud Kitchen, to bring total to £22,392. These will be submitted by the 20 October deadline The parish councils will continue obtaining quotations for their list of priorities.
The next monthly public meeting is at 7pm on 26 November and will be reported in due course. There will be no December meeting.
