Kibworth Harcourt Parish Council

The monthly Parish Council meeting was held on 1 October at 7 pm in the Studio at the Kibworth Community Hub.

Chairman

Cllr Feltham updated council on the KBPC purchase of six Telraam devices that can monitor traffic volume and speeds from volunteer homes. Five are now in place, including one on the A6 which recorded 152,796 vehicles in the first week. The data will be used to provide evidence to LCC Highways about the need for more controls.

Leicestershire County Council

Although the Kibworths were not badly affected by recent rainstorms, other areas in the county were. There is no single organisation responsible for flooding although Leicestershire is the Lead Local Flood Authority (LLFA). Rivers are the responsibility of the Environment Agency. Reports of floods can be emailed to flooding@leics.gov.uk.

After a motion on restoring winter fuel payments, the County Council voted recently to send a letter to the Government asking for the decision to be reversed.

Harbrough District Council

A private meeting was held on 3 September between the leader and chief executive of HDC and councillors from KBPC and KHPC. Among the subjects discussed were the need for more parking enforcement, improving communication between HDC and parish councils, the revised Open Spaces Policy and new Local Plan.

Since the meeting, the chairman and parish manager held a productive meeting with an Environmental Officer.

Joint Recreation Board

The Board met for a walkabout on 17 September and visited Smeeton Road and Larkswood Parks.

The zipwire is closed for the time being after damage caused by misuse and disregard for the rules.

Hedging is to be planted around the wildflower area in Warwick Park in the autumn together with some rustic benches, when sourced.

After a recent playground inspection report, a new main gate for Jubilee Green has been installed together with some repairs to the wooden fencing.

Joint Burial Board

The grounds team has attended their first Memorial Inspection Training session. HDC have now moved the small compost piles into one large pile.

Grammar School Hall / Community Hub

The library extension construction is progressing well. Utility bills are causing concern, especially leading up to winter.

£1m HDC Community Grant Fund

More suggestions for using the £70k capital grant were discussed and additional quotes will be obtained for those meeting parish council objectives. The total of requests notified to the parish councils now exceeds the £70k limit. A meeting of parish councils, Village Hall and Kibworth Scouts will be held to agree priorities and reduce some of the requested amounts.

Finances & Administration

All financial statements, reconciliations, summaries, and payments were approved including the annual fee for Microsoft 365.

Clerk’s Report

The RoSPA inspections for Jubilee Green and Polwell Park have been completed and a number of medium risk matters identified. The grounds team will review to check which they can resolve and if any need to be referred to contractors. The MVAS and batteries have been returned and re-installed on Albert and Main Streets. Some initial detection issues are being investigated.
