Kibworth Harcourt Parish Council

The monthly Parish Council meeting was held on 4 February at 7 pm in the Studio at the Kibworth Community Hub.

Chairman

Cllr Feltham informed members that HDC councillors will be asked on 24 February to approve a 2.99% increase in council tax which includes two more years of £1m Community Grant funding. Councillors agreed that he writes to HDC chief executive requesting that Kibworth Harcourt is recognised for an individual allocation, instead of jointly with Kibworth Beauchamp.

Leicestershire County Council

All two-tier council areas, like Leicestershire, have been told to consider options for a unitary council. A request by LCC to postpone the 1 May elections was refused. A £1m fund to help flooded properties is being recommended for approval by the full council on 19 February.

Harborough District Council

The new Local Plan (2021-2041) public consultation is due to start in early March for 8 weeks. HDC no longer have a five year housing supply.

Joint Recreation Board

Hedging work around the Warwick Park wildflower area has been completed, along with two new oval beds of bushes. The application for a new metal fence around Polwell Park using money from the £1m Community Grant has been submitted. It was resolved to approve Leicestershire Gardens to cut parks for 2025/26 and Spendlove Contracting to continue cutting the A6 verges and agreed estate roads. It was also agreed for Fenland Leisure to carry out quarterly inspections of playgrounds

Joint Burial Board

The ‘Letters for Heaven’ postbox has arrived and will be installed by the Grounds Team. Cemetery fees are increasing by 5%.

Village Hall

The film on 15 February will be ‘Valentine’s Day’.

Youth Council

Kibworth Mead Academy has offered a room for the first meeting of the council on 24 February; it will be clerked by KHPC.

Grammar School Hall / Community Hub

Following the resignation of the chair and vice-chair, new trustees have been confirmed for the KGSH Trust. The new extension is due to be handed over on 11 February, with the library hoping to move in in the autumn.

Police and Crime

In December, the camera van was positioned on the A6 a couple of times and caught 52 vehicles exceeding 30mph.

£1m Community Grant Fund

It was agreed to support the application for £7,359.96 by The Well for kitchen and other improvements. It was also agreed to support the application by KBPC for £26,678.04 to resurface and improve drainage of the path from Smeeton Road past the tennis courts.

Grounds Team Equipment

Councillors approved shared purchase with KBPC, for new equipment for the Grounds Team at a cost of £1,268.58.

Finances and Administration

All financial statements, reconciliations, summaries, and payments were approved.

Reports by Councillors

A loose manhole cover on Barnards Way has been reported to LCC.

Clerk’s Report

The Wistow Road roundabout will be grassed as sowing with wildflowers had not worked.

There is still a vacancy on KHPC, so if anybody would like to be considered for co-option, please contact the clerk.

The next two public meetings are on 4 March and 1 April in the Studio, Kibworth Community Hub, at 7pm.
