Kibworth Harcourt Parish Council

The monthly parish council meeting was held on 4 March at 7pm in the Studio at the Kibworth Community Hub.
Chairman
Cllr Feltham informed members that during a recent closure of a section of the A14, the number of HGVs, measured by the Telraam device on the A6, rose by 30% to 3,500 on that day.
LCC
The request to postpone county council elections by a year has been refused. Proposals for future single-tier government need to be submitted by 21 March. One Council for Leicestershire is going to be the LCC proposal with annual savings of £30m reinvested in front line services.
Centrebus
The subsidised Centrebus 44 service has been retendered and becomes the Centrebus LC4 service from 17 March with an altered route that doesn’t include the Langtons. The rural area east of the A6 is to be served by a FoxConnect On-demand Transport Service
Joint Recreation Board
More benches are due to be installed in Warwick Park and by the new wildflower area when approved. The application for a new metal fence around Polwell Park is due to be discussed by the HDC Grants Panel on 18 March. Tree work at Jubilee Green has been completed.
Joint Burial Board
The Letters for Heaven postbox has been installed by the grounds team. A s106 application for improving the natural burial area has been submitted.
Village Hall
The film on 22 March will be “West Side Story”.
Kibworth Allotment Society
A break-in over 22/23 February has been reported to the police. The s106 application to improve fencing has been submitted.
Youth Council
The first meeting of the council was on 24 February and held at Kibworth Mead Academy. A chairman and vice-chairman were elected from the five students who attended. Regular meetings are being planned.
Grammar School Hall/Community Hub
A second wrestling event will take place on 26 April. The new extension has been handed over, and the insurance now needs updating. The KGSH Trustees AGM is on 26 March.
Police & Crime
In January, the camera van positioned on the A6 only caught 1 vehicle exceeding 30mph.
Local Plan
HDC full council met on 3 March and approved the public consultation which will start on 10 March and end on 6 May. For the Kibworths, 475 houses on Warwick Road and an extension to the business park are proposed. A public drop-in session at KCH on 9 April between 3pm and 7pm.
£1m Community Grant Fund
HDC are considering the extension of this scheme for a further two years and further information will be released in due course.
Finances & Administration
Several updated policies were approved. All financial statements, reconciliations, summaries, and payments were approved. Approval was given for 10% match funding of oak lecterns for several parks funded by a Rural Arts grant.
VE 80 Day
The council approved a new Jubilee Green flag and 12 lamppost signs.
Clerk’s report
Solar panels have been delivered for the MVAS, but they need further work and testing before installation.
There is still a vacancy on KHPC, so if anybody would like to be considered for co-option, please contact the clerk.

The next two public meetings are on 1 April and 6 May (also Annual Parish meeting) in the Studio, Kibworth Community Hub, 7pm.
